Xerces unknown element error!

Hi!
I'm using Xerces with openvxi, an open source software which
supports VXML. But when I use this software to parse a simple
VXML document i receive this error:
unknown element 'vxml'
I know this error is returned by xerces. Can you help me?
How can I introduce an element to xerces?
Please help me or at least tell me where can I find the reason of the
above problem.
