After re-reading Jay's email I noticed this part.

This is still needed by Xerces-P to ensure the correct values for CFLAGS, etc...

So config.status would need to be installed, but that is all.
Regardless of whether we break swig/ into it's own package or not.

I've emailed Jay and asked him to which directory he would like
config.status installed.
