I think you are looking for LCIDs.  The answer is "Yes" on both a 
user-level and system-level basis.

(And I have no idea what you mean by "the GNU way" unless you mean 
getting asked "Have you searched Google?"  Which, in this case, is hard 
to figure out because it is not intuitive and I happen to have already 
done research on this sort of thing).
