I've been seeing a lot more SOAP/WSDL interfaces popping up lately.  I 
haven't had a pressing need for a SOAP/WSDL communication library, but 
Web Services is pretty much the straw that makes people bust out .NET 
languages.  For C++-based consumers of Web Services, there is gSOAP. 
For the server-side, I recommend authoring the Web Service in one of the 
proven languages Brett mentioned.
