You will need to use JNI if you want these kind of things. This way you can 
reuse your C code provided you write a JNI wrapper around it.

There is a product codemesh which helps you do this but it is paid software if 
you want to explore this.

Depends on what you mean by "incorporate" . Rewriting them is always a
good exercise. Rewriting code usually allows you to "do that thing you
wanted to do in the first place but never got around to doing".
