Thank you for your suggestion! However this is unfortunately out of the scope
of the current OpenERP release, so we cannot implement it. Let me suggest to
keep the track of your employee work log using the menu under H.R\Time
Tracking\Working Hours, for example.
Let's close this bug for now, for the sake of clarity in Launchpad, it can
always be reopened later when we consider new features for future roadmaps.

Bug description:
we are using ONLY Tasks to encode working time for projects, which should show
up in time sheets
ONLY the user can create time sheet headers for hist encoded tasks.
If the user does not do this (or quits the company before doing) no one else
can create the time sheet headers and it looks like that the user has not
encoded his work.
