Hi

In french we have this problem, and another with UTF8 that cannot
convert in the user locale

eg: é character appear as é

in France Windows use CP1252

Status in OpenObject GTK Client: New

Bug description:
open in excel apparently exports number values with decimal dot regardless if 
the locale settings require  comma or dot rendering the export result useless.
