don't find any data in resouce to fill in resource allocation in phases

Bug description:
in trunk, in a database without demo data
Install project long terme
1) configure a Resource (from Project / Configuration / Resources /Resources)
2) create a new Phase (from Project / Project / Project phase)
3) in this phase, add a new resource
=> the pop-up is empty while you have configure at least one
with demo data, it works
