[c2c_budget] It doesn't open the new budget line form in budget version

Bug description:
Hi C2C guys,
a very little bug.
In the Budget Version form, it doesn't open the Budget line form when you push
the 'new' button.
It is because it is passed the 'id' field that it can no exist. I changed it
for 'active_id' (very simple, jeje).
I send you the mini-patch.
