res_partner bank - IBAN must check for SWIFT/BIC in res_bank

Bug description:
IMHO
entering IBAN in res_partner_bank requires that SWIFT/BIC exists for the
associated bank.
if not it is not possible to create valid payments.
it must be checked at data entry time.
similar for bank_account
