wizard form view are set in a part of the admin dashboard

Bug description:
web client, chrome
install sales to have some config wizard in administration dashboard.
Go to administration. in the configuration overview, open the wizard
"review sales stages" -> it doesn't open the form view, it changes the
configuration overview content
