[trunk] hr_holidays: Second validation

Bug description:
Hello,
Second approval on leave/allocation requests should be only filled when
second manager approve the holiday currently if Leave type has no double
validation then it is also filling second approval field.
And when we refuse and then reset to holiday to draft state second approval
should be empty.
