Still unable to reproduce this issue, the Loading bar appears as it's always been (a red inset).
Although on Firefox I *do* see a thin white padding appearing around the heading when loading some dashboards (does not appear all the time), see screenshot for what I observe. It does not "vibrate" though, so that probably is not what you're talking about. Are you sure your cache were clean when you saw this? While I am not sure what it was supposed to do, I notice that the 'loading (x)' message changed into a white div on top of the sreen, which moves down the whole appication while it is showed.
