This feature is not available in current OpenERP version, So this is not
a bug but it's feature request.
So I am considering this as a "Wishlist", we will considering this for future
roadmaps.
You can also post on this to feedback.openerp.com, at there experts can review
it.

Hi
We have users linked to employees with the work email field completed
for each employee. Email notifications work for task updates but not
for leave requests.
