incoming stock - process - missing stock location for new products

Bug description:
the wizard for processing incoming goods needs the field location_dest_id
because
* during processing the final real destination of the incoming goods must be
set if different from PO
* new lines can't be entered. (see error)
workaround,
edit / create the PO lines before processing
