Bill of Materials Structure action should not give access to form view

Bug description:
When navigating from the bill of material screen to the bill of material
structure form, it is possible to click on the Form button.
The BOM screen empty when clicking on FORM button. I should expect that the
BOM which has been selected in the BOM Structure Screen is defaulted in this
form.
