I am not able get you exactly in this bug report.
In OpenERP we have two facilities available for picking(delivery).
1) Partial delivery :- It will allow us a partial delivery and if have
receive/deliver partial product then it will generated a back order which is
fine as per the functional behaviour.
2) Full delivery : It will not allow partial delivery.
SO would you please elaborate more on this what you exactly want..

IMHO it must be possible to qualify partial deliveries as full
deliveries without generating a backorder
example - ordering unpacked quantities (tank to tank , truck loads)
