Yes, you are right. In trunk We have give create and read both rights
for ir_header_img model.
So this issue is only affect to the stable version, that's why I am
assigning this to OPW team.

Bug description:
The report_webkit module has an ir.model.access.csv security file but
it does not grant read access to the header image table for all users,
thus without administrator rights noone can print a webkit report
which uses an image from this table.
