#647: Pretty printer for package descriptions is incomplete

IDEs and other tools want to be able to parse, edit and then print out
again .cabal files. The current pretty printer for the
GenericPackageDescription is incomplete.
The task is to complete the pretty printer so that we can correctly round
trip parse/print.
