I uploaded a package three days ago (network-bitcoin) and it still appears
not to have been built. I see no logs directory at
http://hackage.haskell.org/packages/archive/network-bitcoin/0.1.0/ and no
documentation at http://hackage.haskell.org/package/network-bitcoin-0.1.0
It looks like most other new packages are behaving similarly.
I searched for existing bugs or a policy statement describing the expected
time between upload and build, but found nothing.
