So it's about new interfaces? "Old" interfaces are displayed? Then it's about "re-indexing". Cacti needs a trigger to learn about new indexes. IMHO, for network interfaces the most reasonable "reindex method" ist "Interface Count changed". In this case, Cacti will always use the interface count (a single SNMP Get) and compare it to the previous count. In case of a match, all is done., no more overhead. In case of a mismatch (change), a table scan for the interface table is performed (the same result that you get when hitting the green circle near the data query of that very device).
This will make new interfaces to show up.
