should be

server = createServer(baseConfig);
with 'Object server' declared with the other class variables.
The second change is to stop Jetty in the tearDown method as such:
protected void tearDown() throws Exception {

if (server != null) {
server.getClass().getMethod("stop", null).invoke(server,
null);
}
