I tracked down the problem. When I use BASIC authentication, everything works fine. Since I'm using Weblogic Portal Server and if I use FORM authentication, it fails as login.jsp (<form-login-page>/framework/security_custom/login.jsp</form-login-page>) is behaving differently as in case of Portal, Weblogic invokes webflows and that stuff. Event that JSP doesn't jave "j_security_check" as form's action. I have to create set of login JSPs for this purpose, I guess. Thanks a lot Kazuhito!! I really appreciate your help in this case.

Are you using commons-httpclient.jar provided with Cactus? If you re-build cactus classes, please confirm you are using same jar for build and runtime (server-side).
