Hi, I do not know why... but it seems that the problem is the default server.xml file that uses this: <GlobalNamingResources> <Resource name="UserDatabase" auth="Container" type="org.apache.catalina.UserDatabase"/> <ResourceParams name="UserDatabase"> <parameter> <name>factory</name> <value>org.apache.catalina.users.MemoryUserDatabaseFactory</value> </parameter> <parameter> <name>pathname</name> <value>conf/tomcat-users.xml</value> </parameter> </ResourceParams> </GlobalNamingResources> ... instead of this: <GlobalNamingResources> <Resource name="UserDatabase" auth="Container" type="org.apache.catalina.UserDatabase" description="User database that can be updated and saved" factory="org.apache.catalina.users.MemoryUserDatabaseFactory" pathname="conf/tomcat-users.xml" /> </GlobalNamingResources> So I used the serverxml attribute for <tomcat5x> element to specify the correct server.xml file: <tomcat5x if="cactus.home.tomcat5x" dir="${cactus.home.tomcat5x}" port="${cactus.port}" output="${build.dest.test.reports}/tomcat5x.out" serverxml="${tools}/cactus/conf/server.xml" todir="${build.dest.test.reports}/tomcat5x"/> Now it works.
