I remember when tags were not mature technology and struts was not in wide use. Even back then there was never a reason to load up JSPs with mountains of code. Creating pages with a minimal amount of code was never difficult.
I think JSP pages should be tested with a functional testing tool not unit tests. HTTPUnit makes a good platform for building a functional tester. I'm not about to use that or Cactus or JUnit for testing pages. I use ServletTestCase for all of my EJBs and and all of my web-tier beans.
