Halton,
The way it is implemented for now, it requires <ai_packages> tag
even it is empty. Change your AI manifest to include the <ai_packages>
tags as follows:
<ai_manifest name="osol-re">
<ai_pkg_repo_default_authority>
<main url="http://osol-re.sfbay"; authname="osol-re"/>
</ai_pkg_repo_default_authority>
<ai_packages>
</ai_packages>
</ai_manifest>
