With respect to the schema and manifest version work I think we would also want a requirement that not only does the installer detect this mis-match but logs a message and passes an error back to the rest of the installer. We want to make sure that when these mis-matches are found that the user is informed in a way that they know what actions they may need to take to either correct the problem or make sure they are getting defined and expected behavior from the install.
