Jan:
    You are getting DHCP response and it is trying to get the boot 
program (Defined by BootFile in DHCP macro). Can you check whether tftp 
is working on your install server? Please do the following on the 
install server.

# tftp
tftp>  connect 10.16.22.13
tftp> get menu.lst.x86_global_108

If you see it not successful, the your tftp setup has issues.
