I think it should be full screen with a button in the side bar to 
bringup a terminal if needed (given that that is serious expert 
functionality)

I'm asked:

What language to run the installer in.
What language/layout my keyboard is
What languages to install.

To and end user thats 3 language related questions.

Yep.

Thats fine, but to an end user thats still three language related 
questions being asked.

Fair enough, and unfortunately this has to be one of the first questions
otherwise answering the later ones is hard :-)

Why aren't they part of the installer though ?
