Log message:
Fixed issue where finding the currently booted BE fails if some pool doesn't
have the ROOT container dataset.
Changed be_destroy() to only destroy a BE's children datasets and snapshots,
instead of destroying all of the BE dependents (including other BEs)
Added function block comments for be_create.c be_mount.c be_utils.c
