I agree with you that def_locale is needed since it contains information
about default locale chosen in GUI - this information is then transformed
to the OM_ATTR_DEFAULT_LOCALE attribute and passed to the orchestrator.

To be honest, it is not quite clear to me why orchestrator would need to be
provided with def_lang information as well - is there any system
parameter/file which would need to be configured from def_lang ?
