We'll do the same for software.
I agree there's benefits to each approach. My preference is that a software selection should appear after the Disks screen, since the user could dynamically check and uncheck selections to see if they can get under the current disk size (as opposed to having to go back to adjust their software selection if a disk with enough size isn't available).
