Some reasons:

* We won't fix packaging boundary issues if the predominant install
configuration is everything; they won't get noticed.

* Distributing all software to everyone is expensive in terms of
bandwidth; by having people install the software they need we
discover what people like and want and don't end up updating
petabytes of code that is never used.

* We don't have the resources to build and test more configurations.
