I believe the reason why you can only use "default" is because there are no criteria specified in your manifest. When there are no criteria to satisfy (e.g. mac address etc.) then the default is the only option.
If you add some criteria this should go away. The criteria has to have a name which is why the error refers to Criteria "None". Attached is an example of a criteria manifest I used. I have my criteria, ai and sc manifests separate (not embedded) and I use the following procedure to include the non-default manifest (ai_manifest1.xml). The criteria file simply includes the ai and sc files.
