I'm coming very late to this, but as I understand it, notification balloons with "click this message to do X" functionality are currently not accessible, so with this design, screenreader users may not be made aware that they have missing drivers. (They can presumably check manually by running the DDU tool themeselves, but that doesn't really constitute the 'equivalent access' that we aim to provide wherever practical.)
