Talking to Tim Foster, we found that the sparc assembler usr/bin/as is
  non-redistributable.

   Theres a bunch of other bits non-redistributable too.

   I know theres plans for an encumbered repo, but theres not many
   packages in there as yet.

   Are there plans to get things like usr/bin/as in there too ?
