Hi John,
Looks attempting to display UTF-8 onto terminal not capable of
displaying UTF-8.
text-install and sysconfig have mechanism to fallback
to English display when console is not serial or equivalent.
What is value of $LC_ALL in your environment?
If you have $LC_ALL set, it overrides the fallback mechanism.
If you brought up the sysconfig manually, please use $LANG
rather than $LC_ALL.
If the sysconfig was brought up automatically, maybe
you don't have fix for this yet?
