Internal error not shown in non-english languages
This is a noncritical bug fix and so I did not push it into
Solaris 11. I wish to get it into an Update post Solaris 11.

The fix is simply to remove the localization function _() call
around the empty string.
I caused an internal failure for the user_screen and the
message came up just fine within a different locale.
