Xun Ni:

You should use pkg image-update to update your DC build machines and not onu. 
onu only update ON packages and it will not update your DC and install packages 
required to do the builds since it comes from solaris repo.

Also as Niall had point out in the flag date, you need to copy over the new DC 
build template and customize it with the facet.blog.

You cannot use build 9 DC template to do build on build 13.
