The easiest thing to do is to build the modified scanpci package in
whatever gate it comes from and modify the list of publishers in the
live DC manifest to prefer that publisher.
2. Include the x11/trused/libxtsol package in
the boot image.
Just add it to the package list in the manifest.
(The base manifests to start with are in /usr/share/distro_const).
