pam_user_policy.so.1 needs to be added to media boot archive

Testing had been done this way:
1. Ran slim_install_unit test and there is no failure.
2. Do DC builds with the proposed boot_archive*xml and test as follow:
Without the fix, the latest on-nightly will not boot on sparc t4-2 and
this is the failure:
