several recently added help files are missing in install-message-files

Testing is done as follow:
1. I had done slim_source build and confirm the build works for both
sparc and x86.
2. I checked the
publisher/install-localizable/pkg/consolidation%2Finstall%2Finstall-message-files
and confirmed the missing help files are in the install-message-files
