Hi everyone.
Here's one last L10N fix I'd like to get into B19. It should be quick.
Fix is similar to the others I've done, basically move some strings
inside a class so the runtime localization mechanism can find them, and
have "_" point to the GUI's localization catalog (defined in
gui_install_common.py).

Takeshi already reviewed offline, so I'd like one more reviewer please.
Testing:
Fired up the GUI with LC_ALL=ja_JP.UTF8 locale and verified that the
ISCSI disk discovery screen titles and popups are indeed in Japanese.
X86 gate-build, pep8 and pylint OK
slim_test not run as there are no GUI slim_tests listed in tests.nose
and no test dir under gui-install.
