After our little priv chat on IRC I got LightHTTPD and cakePHP to play well on a Windows box. Since you do request some more info on getting it to work with windows, I'll pass along what I've done to get it to run. I haven't done it with CupCake, but can have a diff on your cupcake.php script in no time...
