sudo apt-get install cakephp means that cakephp is somewhere in the repository. I do not know if that is the case in fedora, however it is absolutely not necessary to install cakephp via package manager. Just download the current release from cakephp.org and un(zip/tar) it somewhere on your filesystem, where you want to have your application. Setup your LAMPP stack to use mod-rewrite and create a virtual host that points to your cake installation and that's it.
