No, categories != tags and they don't share the same features like for
example nested sets. It does not make any sense to force both into one
plugin just to clone some bad habit of Wordpress.

If you need a taxanomie plugin that works like wordpress you can hire
the CakeDC to do it or create it and open source it. If people like it
they'll use it.
