Cake has ACL<http://book.cakephp.org/2.0/en/core-libraries/components/access-control-lists.html>. How you use it is up to you! Of course it is possible to create an ACL based menu. However I am wondering if it is a good idea to re-calculate permissions every time a page is called? You can change the menu for different user roles when the ACL permissions are regenerated in cake and then use if as an element.
