CakePHP 3.0 does not have any layout commands. It makes use of a limited subset of the Foundation CSS framework <http://foundation.zurb.com/> as part of it's default Bake CSS styling. I would recommend either using Foundation, or alternatively Bootstrap <http://getbootstrap.com/>
