1) Design your database according to cake PHP conventions.
2) Run the cake cake bakery and make the admin MVC also.
3) Put acl component of cake if you are looking for the different users
with different access rights.
4) Customize the views according to your need .
5) Finish :) further modification can be done if required according to the
functionality

The above 5 steps which are required at least for all the application your
are developing in cake PHP, and then after that cakePHP merely provide any
thing which satisfy your customized requirement, hence further you have to
do the development.
