For those poor souls who can't use TextMate because you're on Windows, you might want to take a look at InType (http://intype.info/). It's still in alpha (and will eventually be commercial software), but it includes a CakePHP "bundle". Bundles are plugins that include code snippets and keyboard shortcuts for a particular language.
